California "100 Year" Drought

Today's news reports that the State of California is in one of the worst droughts in their history. As a result, the State will stop allowing water to be drawn from State controlled rivers and reservoirs. State reservoirs are down to an average of 20% of capacity. Major farming areas will be impacted and State Agriculture officials will be consulting with large commercial farms regarding the practicality of planting less water intensive usage crops and or varieties.  In the meantime, in NJ, the State is looking at water usage and State wide demand forecasts. It is more than probable that water allocation formulas will be changed and our area, being part of the Highlands Water Supply area for the State, will see changes is water usage regulations. All this after 2011-12 saw devastating storms and flooding around the State. Do we have cause and affect through lack of planning regarding water demands, just a "freak period of abnormal weather", or a permanent change in weather patterns? I am sure there are some folks out there with thoughts and information they would like to share.
